Over the course of his career, Mark Hijar has become a recognized expert in cutting-edge concepts and approaches in federal supply chain management and procurement compliance. Mr. Hijar has held positions at all levels of government contracting legal and procurement functions including Contracts Administrator, Director of Purchasing, Corporate Counsel (for a publicly traded federal contractor), General Counsel and Director of Compliance for a purchasing system handling hundreds of millions of dollars in procurements annually.
Mr. Hijar has negotiated and executed more than 7,000 contracts, from Nondisclosure and Teaming Agreements to Subcontracts to Cooperative Research and Development Agreements (CRADAs) with AMRDEC and Technical Assistance Agreements (TAAs) with the British Royal Navy and la Fuerza Aérea Colombiana. Mr. Hijar has also developed successful OCI Mitigation Plans for US Army and Navy prime contracts and program specific OCI training modules and has created corporate level internal controls and processes for issues ranging from export control to intellectual property management.
Mr. Hijar is the founder and current president of ProcureLinx LLC, a Washington DC based consulting services and software company that guides federal prime contractors successfully through the Contractor Purchasing System Review (CPSR) process conducted by the Defense Contract Management Agency (DCMA). Along with subject matter expect level consulting services (ProcureLinx has supported more than 50 successful CPSRs) and skills-based live and online training, ProcureLinx LLC offers software solutions to its clients including Proä (the industry’s first COTS CPSR-compliant internal review tool) and ProFileä(the industry’s only COTS CPSR-compliant subcontract management system).
